I don’t think all projects should have design docs, especially very small ones (≤ 1 week).

For large projects though, the point of the design doc is to make sure you do the right work, which should save you time and help you meet the right deadlines (as opposed to, say, building something by an arbitrary date that doesn’t actually achieve the goal of the project in the first place).
